Do these shrink? 5'11" 140 and not sure A1S or A2S? Anyone?
In my experience, pearl weave cotton gi jackets and pants usually shrink about 4-5% in the wingspan, pant length, and body length, and about 2-3% in the body width, sleeve width, and pant width, after about 5 washes in cold water and hang dry. If you wash warm and dry in the dryer on warm, you can get them to shrink 1.5x to 2x those percentages - i.e. a whole size down. I have no experience with cotton-poly blends, but my understanding is they tend to shrink less because of the polyester. If you're on the fence - since you can't return these - I recommend going for the larger size, and worst case, you just wash warm or tumble dry warm to shrink it to size. But! I recommend doing that after the 3rd to 5th wash once the shrinkage stops. I'm right between an A2 and an A3, but I have long monkey arms, so I usually just get an A3 and deal with a little bit of bagginess in the body to make sure the sleeve length isn't too short. A2Ls aren't always available and the sizing isn't standard, so I just go with A3.

I've measured all of my gis from when I first got them, and then after every wash. It only took one gi shrinking too much for me to become obsessive about sizing. I couldn't return it, so I ended up taking the ~$120 loss and just giving it to my sister.
Ah! Forgot to mention, worst worst case scenario, if you go a size up and after trying to shrink your gi with warm water and tumble dry warm, if your sleeve and pants legs are still a little too long, then just take them to get hemmed/tailored at your local tailor. It shouldn't cost more than $30.
Mine shrunk 1-1.5 sizes from just cold wash and hang dry. Friends had same experience.

How come the site don't ship outside of US for a lot of the deals lately?
For heavy items like Gis, the int’l cost is so outrageous lately that we often lose money beyond the shipping rate that we charge customers.. Combined with the lack of recourse for being reimbursed by courier (zero recourse) if a shipment is lost, it ends up being a bit of a gamble. So sometimes when it comes to heavier or more costly items, we disable shipping outside US/CAN. Working on a better solution though - sorry for now, mate!

Anybody know if the pants are 100% cotton or 50%/50% cotton-polyester blend?
Pretty sure IG Ripstop is 100% cotton but ill double check in the morning at the office!
